Parliament under conditions of war: analysis of operation and ways to improve legislative process

On July 28, the Centre of Policy and Legal Reform organized a roundtable discussion "Parliament under conditions of war: analysis of the operation and ways to improve the legislative process" within the framework of the RADA: Next Generation Program. The event was attended by international experts and representatives of the Verkhovna Rada leadership.

Helping MPs communicate with displaced Ukrainians in Dnipro

USAID RADA: Next Generation Program supports a hotline for Ukrainians who have fled the war to Dnipro and are seeking help. Since March, 4,000 displaced persons have appealed to our hotline. Operators advise displaced persons on how they can reach the relevant centers and services to receive humanitarian, psychological, or legal support, to find information on temporary shelter, etc.

How can MPs effectively interact with citizens in conditions of war?

This topic was discussed by representatives of all factions of the Verkhovna Rada of Ukraine during a round table organized by the International Republican Institute on July 25 with the support of the USAID RADA: Next Generation Program. The event also featured the presentation of a guide for parliamentarians on how to interact with voters.

Strengthening policy analysis skills of Ombudsman's Office staff

On July 18-20, The USAID RADA: Next Generation Program conducted a "Fundamentals of public policy analysis" training for 12 staff members of the Office of the Ukrainian Parliament Commissioner for Human Rights. The trainings are organized at the request of the Office and aim at strengthening the institutional capacity of the parliamentary oversight bodies.

Helping parliamentary committees analyze the effectiveness of laws

On 20 July, the VRU Committee on Energy presented the results of a study of the application and effectiveness of the Law of Ukraine "On Energy Efficiency," implemented jointly with the USAID RADA: Next Generation Program. The Program and its partners are introducing post-legislative control scrutiny in the VRU committees to strengthen the parliament's oversight function and improve Ukrainian legislation.

Developing dialogue between MPs and voters on Ukraine's restoration

USAID RADA: Next Generation Program supported three meetings with MPs to discuss various aspects of Ukraine's reconstruction and qualitative democratic transformation. It is essential for the Program to maintain close interaction between voters and the Verkhovna Rada of Ukraine under martial law and to engage citizens in the legislative process. Public discussions of socially significant issues in times of war are essential to learn about the needs of citizens and address them.

RANG and VRU planned further cooperation to strengthen Parliament

On July 18-19, the USAID RADA: The Next Generation Program and its partners held a coordination meeting with the leadership of the VRU Secretariat and representatives of other structural units. The heads of the VRU Secretariat's departments presented their suggestions to synchronize them with Program's priorities and develop a vision of an action plan that will ensure the development of the Verkhovna Rada as an open democratic European institution.

Coordinating efforts to develop Education Center of Verkhovna Rada

On July 5, the USAID RADA: Next Generation Program held a coordination meeting with partners, the leadership of the VRU Secretariat, and representatives of the VRU Education Center who had participated in study visits to the United Kingdom. During the meeting, the participants planned how to implement the best international practices of parliamentary education in Ukraine.
