USAID RADA Next Generation is a five-year initiative (2021-2026), implemented by the “Internews Ukraine” NGO, that aims to advance the “next generation” of reforms that will enable the Verkhovna Rada of Ukraine (VRU) to become a modern, effective institution that promotes accountability and democratic development in Ukraine.
With the support of USAID RADA Next Generation, the Verkhovna Rada Committee on Freedom of Speech organized a discussion titled “Open Verkhovna Rada: Toward International Standards in the Time of War.” The Program continues to support parliamentary committees in fostering openness and engaging stakeholders to ensure transparent governance.
With the support of the USAID RADA: Next Generation Program, the VRU on Social Policy and Veterans' Rights, alongside the Rehabilitation Forces of Ukraine, hosted the International Forum “Veterans - The Path Home” in Lviv, attended by over 450 participants. The Program facilitates public discussions on critical social issues, engaging diverse stakeholders, including international partners, to improve legislation and address key challenges.

With the support of the USAID RADA: Next Generation Program, the Verkhovna Rada Committee on Digital Transformation held public consultations on the draft law on the Unified Social Sector Information System. The program helps parliamentary committees of the Verkhovna Rada of Ukraine engage stakeholders in discussions of socially important issues.
The USAID RADA: Next Generation Program organized a three-day workshop on "Post-Legislative Scrutiny (PLS) as an Effective Tool for Legislative Assessment" attended by representatives of all parliamentary committees. The Program strengthens the expertise of the committees and builds institutional capacity to conduct PLS projects.
The Parliamentary Advocacy Academy is a four-day interactive offline school for representatives of the Ukrainian civil society sector aimed at strengthening public engagement and participation in the work of the Parliament and the legislative process. USAID "RADA: Next Generation" Program is organizing a six-day intensive training on strategic and crisis communications for members of the Ukrainian Parliament and their aides. The Program aims to increase the effectiveness of their communication, which will contribute to better interaction with voters and the engagement of citizens in lawmaking.
On January 16, the USAID "RADA: Next Generation" Program is organizing a conference entitled "Parliamentary Budget Office in Ukraine: A New Standard for Transparency and Accountability in the Budget Process." During the conference, our experts will present functional and organizational models of the Parliamentary Budget Office, and the participants will discuss the challenges, opportunities, and prospects of creating such an office in Ukraine.
The USAID "RADA: Next Generation" Program is organizing a roundtable discussion on December 6 titled: "Building a Gender-Sensitive Parliament: EU Experience for Ukraine." Objective – to discuss the concept of a gender-sensitive parliament and assess strategies used by European parliaments to introduce gender mainstreaming tools into the legislative process.
Supported by the USAID RADA: Next Generation Program, the Verkhovna Rada Committee on Social Policy and Protection of Veterans' Rights and the Inter-Factional Deputy Association “Rehabilitation Forces of Ukraine” together with partners are organizing the fourth forum “Veterans - the Way Home” on October 11-12, which will be held in Ivano-Frankivsk. The forum participants, including veterans, communities and non-governmental organizations, will discuss key topics such as psychological recovery, economic independence, sport, education and the creation of veterans' spaces.
Within the USAID Rada: Next Generation Program, Internews Ukraine announces a competition among non-governmental organizations to implement projects intended to involve citizens in the legislative process and oversight capacities, in particular through building interaction between MPs (parliamentary factions, committees) and their constituents, engaging citizens in the work of the Parliament, communicating reforms, and conducting public consultations.
With USAID’s support, MPs are working to rebuild connections with constituents, ensuring their voices are heard despite the challenges of martial law. The USAID “RADA: Next Generation” Program has developed innovative communication models to strengthen interaction between MPs and voters, with plans to scale these approaches nationwide. For the second year running, the USAID "RADA: Next Generation" Program facilitated and supported a six-month internship with the Parliamentary Research Service of the Verkhovna Rada of Ukraine. USAID aims to empower young Ukrainians to participate in state institutions and influence policy. Beyond providing a valuable opportunity for young people, the internship prepares to become future professional staff who would strengthen the Research Service's institutional capacity and bolster the Ukrainian parliament's analytical prowess.
The gender sensitivity of the Verkhovna Rada was assessed by experts of the JurFem Analytical Center with the support of the USAID "RADA: Next Generation" Program. The Ukrainian parliament received 42 points, which is the average score for the parliaments of EU member states. The assessment helps to understand how gender equality issues are actually reflected in the daily activities of the Parliament; how equal opportunities for women and men to be elected to parliament are ensured; what steps are needed to implement gender-sensitive practices in the parliament.
