Strengthening policy analysis skills of Ombudsman's Office staff

The USAID RADA: Next Generation Program strengthens the skills of the Ombudsman's Office in policy analysis! On July 18-20, the Program conducted a "Fundamentals of public policy analysis" training for 12 staff members of the Office of the Ukrainian Parliament Commissioner for Human Rights.

The trainings are organized at the request of the Office and aim at strengthening the institutional capacity of the parliamentary oversight bodies.

Training participants improved their practical skills on:

  • how to formulate policy issues effectively and put them on the agenda;
  • how to analyze stakeholder interests;
  • what criteria to use to evaluate policy alternatives
  • how to evaluate policy impact and effectiveness.

The training also included an interactive part: participants engaged in active group discussions, analyzed all stages of the policy cycle, modeled the impact of alternative policies, and presented a policy paper.

It is the fourth training in a series that the USAID RADA: Next Generation Program conducts for the staff of the Ombudsman's Office. The Program has already organized the "Public Participation in Parliament and the Legislative Process. Advocacy", "Committees of the Verkhovna Rada of Ukraine", and "Parliamentary Oversight Function" trainings.
