Strengthening VRU's capacity to perform its oversight function

The USAID RADA: Next Generation Program in partnership with the Westminster Foundation for Democracy organized a three-day workshop on "Post-Legislative Scrutiny (PLS) as an Effective Tool for Legislative Assessment" attended by representatives of all parliamentary committees.

The PLS is a tool that allows the parliament to determine whether a law is being implemented and whether it has achieved its expected goals. Based on the information gathered, the application and impact of the law on society is assessed, which becomes the basis for further improvement of the legislation. The RADA: Next Generation Program strengthens the expertise of the committees and builds institutional capacity to conduct PLS projects.

The seminar for parliamentary staff was conducted by leading international experts on parliamentary oversight - Franklin de Vrieze, Maria Musmuti, and Marko Vujacic.

They worked together with the participants and:

  • reviewed in detail the OSCE guidelines for lawmaking and the Inter-Parliamentary Union's oversight indicators;
  • compared the practical aspects of PLS projects conducted abroad and in Ukraine;
  • analyzed the current challenges of parliamentary control under martial law;
  • discussed what data should be used during the PLS and how to engage stakeholders.

Earlier, the RADA: Next Generation Program helped the Verkhovna Rada committees to adapt the British PLS methodology and analyze the application and effectiveness of 7 laws of Ukraine. Our experts prepared relevant reports to improve the legislation, which were presented at committee meetings with the participation of relevant ministries and agencies.
