It also helps to achieve the goals of the Program to improve interaction between MPs and their constituents.

The Legislative Process Quality Index is a tool for self-assessment of the efficiency of the Parliament's legislative activities, relevant procedures, their effectiveness and compliance with international standards for parliamentarism. The Index methodology was developed by the USAID RADA: Next Generation Program and is based on international standards and foreign experience.

This study identifies the main issues and possible obstacles that need to be taken into account when developing parliamentary standards of conduct. The author recommends the Verkhovna Rada to implement a far-reaching reform of the supervisory mechanism by adopting a new code of ethics and creating a supervisory ethics committee endowed with the necessary means, procedural tools and operational independence for the effective performance of its functions.

This review presents emergency procedures introduced by the parliaments of European countries during the COVID-19 pandemic. The pandemic made it possible to understand what is most important for parliaments to continue working on a democratic basis during a crisis. Emphasis is placed on the application of virtual and mixed procedures. Considerations that may be useful to the Verkhovna Rada of Ukraine when planning its own emergency procedures are also given.
