Analytical paper "Considering and adopting EU integration draft laws in Verkhovna Rada"

The authors of the research "The Procedure for Considering and Adopting European integration draft laws in the Verkhovna Rada of Ukraine", underline that despite the consolidation of the European integration course in the Constitution of Ukraine and the adoption of initial measures to organize the integration process, there are still significant problems. European integration requires a systematic and clear approach with the involvement of all key actors in the process of legislation approximation.

First, in order to increase the capacity of the Parliament, it is necessary to adopt amendments to the VRU Rules of Procedures, responding to all modern challenges. This step is necessary for the European integration process and should be realized as soon as possible.

Secondly, it is impossible to ensure the stability of the European integration process without effective interaction between the Parliament and the Government. In addition, expertise is a key aspect of progress. After overcoming the problem of legislative spam, the government should carry out an examination of all draft laws in order to prevent any contradictions with EU legislation during the consideration of new draft laws.

Third, the planning should be realized on a systematic basis in cooperation with all key actors in the process of legislation approaching. This method will facilitate fastening the European integration process and increase its efficiency.
