This review presents emergency procedures introduced by the parliaments of European countries during the COVID-19 pandemic. The pandemic made it possible to understand what is most important for parliaments to continue working on a democratic basis during a crisis. Emphasis is placed on the application of virtual and mixed procedures. Considerations that may be useful to the Verkhovna Rada of Ukraine when planning its own emergency procedures are also given.
