This report presents empirical data on the work of the Verkhovna Rada of Ukraine for the period of the 10th session (from September 5, 2023, to February 5, 2024). The study reveals the main facts and quantitative indicators of the Verkhovna Rada's work, which allows to record the main trends of the parliament's activity and its implementation of the legislative function in the conditions of the full-scale invasion.

Democratic stability of parliament in war conditions: trust and role of civil society

On November 24, the USAID RADA: Next Generation Program held a public discussion involving representatives of the Verkhovna Rada of Ukraine, civil society organizations, experts, and donors. More than 100 participants and 20 speakers spent four hours discussing the importance of civil society and the Parliament's interaction and how they should cooperate under martial law.

The collected information detects certain trends and specifics of the implementation of the Parliament’s legislative function under conditions of war.
