Tender for expert and training services for the Verkhovna Rada of Ukraine
The Non-Governmental Organization Internews Ukraine announces a tender for expert and training services for the Verkhovna Rada of Ukraine (VRU) within the framework of the Cooperative Agreement "RADA Next Generation (RANG) Activity" funded by the U.S. Agency for International Development (USAID)
OBJECTIVE: selection of specialists to provide expert and training services to the VRU during August-September 2024 with a possibility of contract extension.
DESCRIPTION OF SERVICES: the selected contractors will provide services for conducting two days of offline training for MPs of Ukraine and the VRU Secretariat on the topic "The Role of the VRU in the Negotiations with the EU":
- Preparation of a 2-day program with a clear time schedule;
- Preparation of Power Point presentations for both days;
- Conducting the workshop - 2 days, Kyiv.
RULES OF APPLICATION
Tender proposals are allowed to participate in the evaluation, which:
- contain a full package of documents, namely: a completed application form; registration documents; portfolio/document confirming the experience of providing services
- filled in in Ukrainian or English;
- signed and stamped;
- sent by e-mail on time.
DEADLINES FOR SUBMISSION OF THE TENDER APPLICATION
Proposals for participation in the tender are accepted until 18.00 on August 25, 2024 to the e-mail tender@internews.ua with the obligatory indication of the subject of the letter: "Application for tender_expert on EU law and European integration".
REQUIREMENTS FOR SERVICES AND PAYMENT TERMS
Payment for the services is made by NGO Internews Ukraine on the basis of a signed contract/act/invoice for the provision of services by transferring the relevant amount to the contractor's account in UAH or USD.
Since these services are funded by international technical assistance, they will be paid for without VAT.
Ukrainian or foreign individuals, legal entities and sole proprietors are eligible to participate in the tender.
For Ukrainian individuals — copies of passports (pages 1, 2 and the page with the registration), identification code.
For foreign individuals — certificate of residence, salary history, bank details.
For Ukrainian sole proprietors — the application must be accompanied by an up-to-date extract from the Unified State Register of Legal Entities and Individual Entrepreneurs, an extract from the register of taxpayers/a single tax payer certificate, an available list of activities that correspond to the essence of the services for which the tender is announced (KVEDs).
For Ukrainian legal entities — the application must be accompanied by registration documents: a scanned copy of the Charter, a certificate of state registration/extract from the Unified State Register of Legal Entities and Individual Entrepreneurs, a VAT certificate/extract from the register of VAT payers and/or a certificate/extract of payment of a single tax or other tax in accordance with the current tax legislation, a document confirming the authority of the signatory.
For foreign individuals, sole proprietors, and legal entities – certificate of residence, salary history, bank details, and, upon additional request, other registration documents depending on the tax legislation of the foreign resident.
KEY SELECTION CRITERIA
- Reasonable financial proposal.
- Higher education (majors: law, public administration, political science, international law, etc.)
- Awareness of the legislative process, the basics of public policy analysis, and the work of the Parliament.
- Awareness of the European integration process, the European Constitutional Treaty and the rule of EU law; application of EU law in the new EU member states; adaptation of the national legal system to EU law.
- Experience in the Parliamentary Committee on EU Affairs (European Integration Committee), experience in the negotiation process on EU accession.
- Experience of working with public authorities/international organizations/technical assistance projects is a must.
- Willingness to provide services in a timely manner.
- Compliance of the application with the customer's needs and the terms of the tender documentation.
WARNING ON COMPLIANCE WITH THE REQUIREMENTS OF THE MAIN DONOR
NGO Internews Ukraine draws the attention of the participants to the fact that since the services will be provided within the framework of the "RADA Next Generation (RANG) Activity" funded by the U.S. Agency for International Development (USAID), the contractor must comply with the requirements of the main donor (USAID), which will be set out in the annex to the contract concluded with the winner of the tender. These requirements are available for review here.
The winners will be selected after the financial and technical evaluation of the proposals in accordance with the selection criteria. The results of the selection will be announced to all those who participated in the tender by e-mail or telephone.
