Ukraine: Resilience of Communications and the Internet During War

On Friday, May 26, 2023, the conference "Ukraine: Resilience of Communications and the Internet During War", organized by NGO “Internews Ukraine” together with the Canadian technology organization eQualitie with the support of the Ministry of Digital Transformation and the State Special Communications Service

The event will be the first meeting of the telecommunications industry since the full-scale invasion and will allow to discuss the needs for restoring Ukraine's telecommunications infrastructure and cooperation between the private sector, government and Western partners in the restoration.

The event will be the first platform to discuss the coordination of the private sector, government, and Western partners in restoring Ukraine's telecommunications infrastructure since the full-scale invasion.

DURING THE CONFERENCE, PARTICIPANTS WILL DISCUSS:
  • Infrastructural and governmental decisions made during the war to protect and preserve communications in Ukraine;
  • Lessons learned from the telecommunications industry, coordination of industry stakeholders;
  • Connection and communications in the temporarily occupied territories. Prospects for restoring communications in the frontline and liberated territories;
  • Communications in the temporarily occupied territories;
  • Restoration of communications in the de-occupied territories;
  • Needs of the telecommunications industry. Open areas for support by the international community.

  • Yuriy Matsyk, Head of fix broadband Department at the Ministry of Digital Transformation of Ukraine;
  • Stanislav Prybytko, Head of mobile broadband Department at the Ministry of Digital Transformation of Ukraine;
  • Serhii Ponomariov, Director of the Department of Electronic Communications, State Special Communications Service of Ukraine;
  • Volodymyr Zverev, Deputy Head of Service - Head of the Information Security Department of the Information Security and Cybersecurity Service of the National Security and Defense Council of Ukraine; *Dmitri Vitaliev, Founder of the Canadian technology organization eQualitie;
  • Natalia Klitna, Head of the Association of Rights Holders and Content Providers;
  • Tetiana Popova, Head of the Board of the Telecommunications Chamber of Ukraine;
  • Oleksandr Savchuk, Chairman of the Board of the Internet Association of Ukraine.

The conference will bring together about 70 representatives of Ukrainian Internet Service Providers (ISPs), telecommunications companies, civil society, and government to exchange ideas and experiences on maintaining telecommunications and Internet services in Ukraine during the war and discuss current needs for restoring telecommunications infrastructure.

A separate issue of the conference will be a discussion of the possibilities of maintaining communication with the Ukrainian population in the temporarily occupied territories and restoring communication in the de-occupied territories.

When: Friday, May 26, 11 AM — 6 PM (EEST)

Languages of the conference: Ukrainian and English (simultaneous translation).

Format: offline (Kyiv, Ukraine). The organizers will send the venue and details after registration confirmation.

The organizers invite representatives of the telecommunications industry, government institutions and civil society to participate.
