Best European practices of parliamentary-governmental cooperation presented

More than 100 VRU and ministries representatives have learned the best European practices of parliamentary-governmental cooperation!

On March 17, the USAID RADA: Next Generation Program organized an online meeting during which Sergiu Galitchi, an international expert of the Westminster Foundation for Democracy, presented his study "Assessment of the Best European Practices of Cooperation and Consultation between National Parliaments and Governments in the Legislative Cycle." The participants included members of the Ukrainian Parliament, their assistants, VRU Secretariat staff, government officials, and representatives of international technical assistance programs and organizations specializing in this area.

In his opening remarks, Deputy Chief of Verkhovna Rada's Secretariat Mykhailo Tepliuk said: "The effectiveness of the legislative activity of the Ukrainian Parliament depends on how effectively the Parliament and the Government interact. This interaction requires further improvement, especially in the context of European integration processes. Therefore, learning best European practices of parliamentary-governmental cooperation and consultations in the legislative cycle should be interesting and useful and contribute to improving Ukrainian practice."

Tetiana Bibik, Deputy Director of the USAID RADA: Next Generation Program, emphasized: "Effective communication between the Parliament and the government is the key to public policy development. That is why the Program facilitates better interaction between the Parliament and key government institutions to identify and solve problems through legislative actions and arranges consultations between parliamentary committees and ministries. At the same time, the Program develops IT tools for parliamentary oversight of the government and monitoring of legislative activities."

During the online presentation, Sergiu Galitchi told the participants about the legislative process in five European countries (Ireland, Georgia, Latvia, Czech Republic, and the United Kingdom (Scotland)), talked about the cooperation between the European Parliament and the European Commission, and answered questions from the participants.
