USAID RADA: Next Generation Program's Activities. December 2022-January 2023

Despite the ongoing russian aggression on Ukraine, the USAID Rada: Next Generation Program moves forward with its activities to help Ukraine’s Parliament become a modernized institution. These are our key activities for the December 2022-January 2023.

Key events

On December 16, the Program helped 50 employees of the Verkhovna Rada and the Cabinet of Ministers VRU get acquainted with Canadian best practices in drafting laws during an online presentation of Canadian specialized units that draft laws in the Canadian Government and both houses of Parliament. See more On January 24, the Program held a strategic session for the Research Service of Ukraine's Parliament, Verkhovna Rada, to help develop its information and analytical products using best international practices. See more On January 25, at the International Parliamentary Technical Assistance Coordination hosted by the Program, VRU Deputy Speaker Olena Kondratiuk stressed that the high level of trust in the Parliament is one of the critical measures of MP’s effective work (details on the research below). Several reasons could explain why 56% of Ukrainians either "rather" or "completely" trust the Verkhovna Rada as an institution:

  • Ukraine’s Parliament passed an exam for resilience on February 24, 2022, when russia launched its full-scale invasion of Ukraine. The fact that Parliament stayed in Kyiv played a significant role in the county’s resistance as an example of bravery.
  • the coherence in MPs’ work in the parliament also impacted the high level of trust in the Parliament among voters.
  • accountability and transparency should remain an essential part of the VRU’s operation.
  • the significant efforts and successes of the Parliament in communications.

She noted that from the first days of the russian full-scale war on Ukraine, the Parliament assumed a leading role in informing citizens about what was happening and about relevant decisions of the authorities. The Verkhovna Rada created a special Communication Task Force, which promptly transmitted information on various sites and platforms.

Olena Kondratiuk, Deputy Speaker of the Verkhovna Rada, noted that the support from the USAID RADA: Next Generation Activity helped the Parliament remain an effective institution among other Ukraine’s public authorities.

Key products

The Program, together with the International Republican Institute, held a research poll, which helped Ukraine's Parliament identify new issues that it should concentrate on. The poll indicated that 56% of Ukrainians “completely” or “rather” trust Parliament as an institution, and only 11% “do not trust at all”.

The highest level of trust is among young people aged 18-24 (89%), the vast majority of whom believe that the processes in the Parliament are transparent. In general, 40% of respondents consider the VRU’s work transparent.

Most Ukrainians (69%) know (“a great deal” or “something”) about VRU, and only 7% of the respondents answered that they know “nothing” about VRU.

RANG develops innovative models and practices for the operation of parliamentary committees, taking into account the best practices of foreign parliaments. The Program will test these practices in so-called "model" committees, which after successful approval, will be part of the standard parliamentary procedures of all committees. We developed a brochure with details on our activities for committees.
