New topic to learn: USAID RANG Program presented training policymaking and legislative oversight

On May 31, the USAID RADA: Next Generation Program held an online presentation on the structure and content of a new training «Policymaking process and end-to-end legislative oversight».

The event started with opening remarks by Angela Maluga, Chief of the Secretariat of VRU’s Committee on Legal Policy, Ihor Kogut, COP of USAID RADA: Next Generation Program, and Chris Levick, Regional Director of Europe and Central Asia Westminster Foundation for Democracy.

Dr. David Hirst, the expert of Westminster Foundation for Democracy, introduced the training as one of its coauthors. He admitted that understanding the policymaking process is of key importance for better coordination between the Parliament and the Government. Moreover, legislative procedure and the post-legislative scrutiny are inevitable parts of the policy circle, being a point when MPs can intervene in the Government’s policymaking and bring in the interests of the constituencies they present.

Juliia Shypilova, the expert of Westminster Foundation for Democracy, became the next speaker. She explained the aims and the structure of the training. As she outlined, the training takes two days, starting from theoretical issues on the first day and ending with the UK’s case study on the second day. She also added that civil society is one of the actors in policymaking. Thus, the training will provide its participants with valuable tools for communication with CSOs.

Overall, 130 participants took part in the presentation.

The training «Policymaking process and end-to-end legislative oversight» will be piloted at the end of June. The concrete date will be specified later.
