Ukraine’s Parliament approved several laws and resolutions at its plenary meeting on May 29, 2023
Resolutions:
establishing 8 May as the Day of Remembrance and Victory over Nazism in Ukraine (#9278) sanctions imposed on the Islamic Republic of Iran for 50 years (#9333) implementation of the VRU premium to the participants with the best results in the independent external testing among high-school graduates (#9273) accession to the Third Protocol to the General Agreement on Privileges and Immunities of the Council of Europe (#0206) ratification of the Framework Agreement between the Government of Ukraine and the Government of the French Republic regarding financial support for the rail supply project of "Ukrzaliznytsia" (#0202) address of the VRU to the Inter-Parliamentary Assembly of Orthodoxy and the parliaments of its member states (#9262) statement of Verkhovna Rada on the necessity of tough and uncompromising overcoming of manifestations of corruption in the justice system (#9331)
In the first reading:
establishment of legal and organizational principles of prevention, reduction and control of industrial pollution to ensure environmental protection (#6004-d) amendments to the Tax Code regarding the cancellation of the "2% tax for private entrepreneurs (#8401) Insurance of investments in Ukraine against war risks at the expense of the export-credit agency” (#9015)
In the second reading: withdrawal from the market of banks with under-sanctioned owners under martial law (#9107-1) establishment of pensions for special services to fighters for the independence of Ukraine in the 20th century (dissidents) in the amount of 200 percent of the subsistence minimum (#8032) support for the production of drones in Ukraine by exempting for the time of martial law from VAT and customs duties on the import of components (materials, assemblies, equipment assemblies and components) of unmanned aerial vehicles (UAVs) imported by enterprises for their own production activities for the production and UAVs repair (#9275 and 9276)
USAID RADA: Next Generation Activity (RANG) arranged a consensus-building session with constituencies for an MP.
On May 31, Program conducted a consensus-building session for MP Oleh Dunda in Fastiv. A meeting gathered 27 people, Fastiv city mayor, members of CSOs, youth, local businesses, local media and local members of political parties. Oleh Dunda is currently a member of the Verkhovna Rada Committee on the Organization of State Power, Local Self-Government, Regional Development, and Urban Planning. MP Dunda talked about his current activity in the parliament and how the work of the parliamentarian has changed under recent circumstances, while the constituencies started to discuss the first steps after the end of the war and what actions should be taken now to ensure the proper post-war transition.
RANG grantees facilitated offline events in four regions of Ukraine dedicated to VRU’s role in Ukraine’s restoration.
NGO “Institut Respublica” arranged four offline events dedicated to Parliament-citizen cooperation, communication and tools to influence decision-making. The club of active communities happened in Dnipro, Ivano-Frankivsk, Rivne, and Khmelnytskyi. The event gathered over 100 active participants, including students and youth organizations. Participants learned about the interactive tools with MPs and Parliament.
RANG helped VRU Education Center arrange an offline event for 500 Poltava University of Economics and Trade students and high school students.
On May 26, RANG assisted in facilitating the event, which helped the participants learn how the VRU operates, MPs’ work, specifics of developing and adopting laws, and challenges for the VRU during wartime. MP Andriy Boblyah participated in the Q&A session.
RANG assisted VRU Education Center in arranging events dedicated to Children's Day.
On June 1, the VRU Education Center held three offline events simultaneously in Odesa, Uman and Ivano-Frankivsk. In Odesa, 450 National University Odesa Law Academy students participated in the event, during which they learned about the basics of parliamentarism and democracy. Participants tried developing and proposing a bill. A similar event was held at the Vasyl Stefanyk Prykarpattya National University for 150 students. In Uman, on the premises of the City Hall, 230 schoolchildren gathered for an event during which they learned the basics of parliamentarism and democracy.
