USAID RADA: Next Generation Activity helped Ukrainian MPs to plan a study visit to the United Kingdom in June 2023
On April 26, members of the UK Parliament set partnerships with Ukrainian MPs to implement the Peer-to-Peer initiative. Fleur Anderson MP, Shadow Minister for the Cabinet Office & Paymaster General Labour Member of Parliament for Putney, Roehampton and Southfields) and Nataliia Pipa (MP for the city of Lviv, election district 115). The Ukrainian MP had a chance to learn how the UK counterpart conducts her constituency work. Parties agreed that the study visit of the Ukrainian MP would be conducted in the UK in June 2023 for around four days.
USAID RADA: Next Generation Activity arranged a study visit to the Czech Parliament for VRU staffers to implement best practices in Ukraine.
On April 24-28, USAID: Rada Next Generation facilitated the second part of the visit of a group of 12 VRU staffers, six VRU Committees` staff, and six staffers of the Parliamentary Research Service of the VRU. The study program was focused on two central issues: the European integration experience and the work of the Parliamentary Institute (Research Service in the Czech Republic). The VRU staffers had the opportunity to share their experiences and present the work of the VRU. This exchange of knowledge and ideas resulted in tight cooperation between the two parliaments and a deeper understanding of each other's legislative processes. This study's visit to the Austrian and Czech Republic Parliaments became the pioneer in Ukraine’s Parliament history. This visit resulted in enhanced cooperation between the parliaments and increased the quality of the legislation and the professional development of the VRU staff. USAID RADA: Next Generation Activity helped the VRU Committees complete the post-legislative scrutiny (PLS). The VRU Committee on state power, within the framework of the exercise of PLS, presented the results of the PLS in the field of cooperation between territorial communities. The study showed that despite challenges associated with martial law, collaboration between territorial communities remains effective in solving common problems at the local level. The VRU Committee on social policy, within the framework of the exercise of PLS, presented the information on the results of the PLS of legislation "On Amendments to Some Legislative Acts of Ukraine Regarding the Improvement of Legal Regulation of Remote, Homework and Flexible Working Hours" No. 1213-IX. The Committee will use the information from the PLS while amending legislation in cooperation with the relevant bodies of state power, the bodies of local government, associations, and other stakeholders.
USAID RADA: Next Generation Activity experts identified some shortcomings of the draft law "On the Law-Making Activity" and forwarded their conclusions to the constitutional section of the Scientific Advisory Council presided over the VRU Chairman
The expert opinion states that the draft law (#5707) is relevant, necessary, and can be helpful for Ukraine’s European integration. Still, it has some terminological inaccuracies, incomplete lists of subjects of law-making activity, contradictions to terms or concepts already available in the legislation, and potential violations of the interested parties' rights. Experts recommend amending and supplementing the draft law with their comments and suggestions, and they are ready for further discussions.
Program collaborated with the Parliamentary Research Service to arrange training dedicated to legislation approximation with EU law.
On May 2-4, together with the Training Unit of the Research Service, conducted a training course for 26 VRU staffers and MP aids on the approximation of Ukraine’s legislation to EU standards. The training helped form practical skills in adapting the Ukrainian legislation to the provisions of the EU acquis. In particular, participants learned how to write draft acts to adopt various types of EU legal acts, assess the impact of legal acts, and draw up compliance tables.
Program helps build the VRU foresight capacity.
On May 4, the Program organized a meeting between MP Victoriia Podhorna and the Westminster Foundation for Democracy expert Franklin de Vrieze to discuss potential support for the “Strategic foresight of Ukraine” inter-faction deputy union. This deputy union aims to coordinate efforts on modeling scenarios for Ukraine’s future after the war. It was established on May 2022 and co-chaired by MPs Viktoriya Podgorna and Oleksii Zhmerenetskyi.
Program strengthens the institutional capacity of VRU Education Center by conducting training sessions on leadership and soft skills.
On May 4-5, Prorgram experts organized for the Parliamentary Education Center staff “Practical leadership approaches and tools to manage remote multi-generational teams” workshops. Notably, participants learned best practices for adapting teamwork to different challenges and tools for managing the stable and productive work of the Education Center staff.
On May 11, Program will conduct a “Press releases and information materials: writing rules and trends” workshop for VRU Secretariat staff and representatives of parliamentary committees secretariats.
On May 12, PEC will conduct an online parliamentary lesson for school students of Lviv together with MP Kniazhytsky. Participants will learn about the parliament as an institution, its functions, structure and organization of work, MPs rights and duties, legislation process. In addition, participants will have an opportunity to communicate with MPs directly and ask questions.
On May 15, Program will conduct an introductory meeting between Stewart McDonald, UK MP, and Mykola Stefanchuk, Ukrainian MP, to establish a partnership within Program’s Peer-to-peer Project and organize a study visit to the UK in June 2023.
