Representatives of the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine were introduced to the Canadian system of law drafting!
On December 16, USAID RADA: Next Generation Program organized an online presentation of Canadian specialized units that prepare draft laws both at the level of the Government and at the levels of both houses of Parliament.
Counselors of the Senate, the House of Commons, and the Ministry of Justice of Canada spoke about the functioning of law drafting offices:
After their presentations, the participants could ask the speakers questions. In particular, they were interested in the independence and confidentiality of the work of these offices, as well as what electronic tools they use.
Mykhailo Teplyuk, Deputy Head of the Verkhovna Rada Secretariat, summarized: "This is a very interesting experience that we learnt from Canadian colleagues. In my opinion, we could also use this information while developing the concept of establishing a law drafting office in the Secretariat of the Verkhovna Rada of Ukraine. Therefore, I hope for future meetings and discussions, particularly regarding issues such as financial and economic justification of draft laws, factors that affect the viability of draft laws, and the issue of draft laws certification, which is extremely interesting for us."
Despite the morning rocket attacks and large-scale blackouts, 50 employees of the Verkhovna Rada and the Cabinet of Ministers took part in the online presentation. Other registered persons who could not attend the event will receive all materials from the Program by e-mail.
USAID RADA: Next Generation Program conducts online presentations of foreign experience in preparing draft legislative acts and the functioning of law drafting offices. Besides Canada, representatives of Scotland, South Africa, and some continental Europe countries have already presented their experience.
