Expert discussion on Legislative Quality Index

On April 18, USAID "RADA: Next Generation" Program organized an expert discussion on the results of the survey on Legislative Quality Index with the participation of the representatives of the Parliament, academic environment and civil society.

Tetiana Bibik, Deputy Chief of the Party, USAID "RADA: Next Generation" Program, pointed out that "this analytical product brings together academic institutions, non-governmental organizations and parliament to strengthen simultaneously institutional memory and develop expertise."

The experts of the USAID RADA: Next Generation Program calculate the Legislative Quality Index every parliamentary session to assess the effectiveness of the Verkhovna Rada’s activities on the grounds of the following criterias:

  1. legislative capacity;
  2. transparency;
  3. compliance with procedures;
  4. involvement of stakeholders;
  5. expert analysis.

The results of the survey showed that the level of transparency and adherence to procedures were the strongest aspects of the legislative process, while the quality of expertise and legislative capacity should be improved.

At the same time, the general index of the legislative quality process increased in comparison with the previous four sessions of the Parliament. The experts analysed and changed their views concerning the factors that could have influenced this rating and the ways to improve of the Verkhovna Rada’s work.

The public presentation of the results of the Legislative Quality Index will be held later.

The Legislative Quality Index is an internal assessment of the Ukrainian parliament’s work, developed on the basis of international standards and foreign experience. It is an instrument of “soft” influence on the democratic development of parliamentary procedures which facilitates the establishment of new effective legislative practices.
