Implementation of humanitarian and cultural policies in Ukraine in war and post-war conditions

Culture is the cornerstone of national identity, and providing high-quality cultural services to the population is one of the necessary indicators of a highly developed cultural environment. Today, the creation of cultural service centers in territorial communities is an important issue not only in terms of supporting and developing the cultural sphere, but also in terms of the overall restoration and consolidation of society, as they provide access to cultural resources, provide psychological assistance, support community cohesion, and contribute to the preservation of cultural heritage, etc.

The protection of cultural heritage, including the protection and preservation of museum collections, is a key area of adaptation of the cultural sphere to martial law and is extremely important for maintaining national identity, strengthening public spirit and rebuilding the country in the postwar period. Preservation of the historical and cultural environment requires comprehensive strategic measures and requires coordination of efforts by the Parliament, the Government, civil society, the business community and the international community.

Significant risks to the functioning of the cultural sphere in Ukraine and the solution of urgent problems are the outbreak of hostilities, rocket attacks, and the uncertainty of their termination. In the regions that are in the zone of active hostilities or a certain territory of which is under occupation, the real situation regarding the destruction or damage to cultural institutions, cultural heritage sites and their abduction can be established only after the end of hostilities and de-occupation of the territories.
