Stakeholder map for VRU Committee on Energy

VRU Committees are key bodies, due to the fact they primarily deal with legislative activity and draft laws improvement, discussion of amendments to draft laws, as well as holding public consultations and roundtables.

Public opinion research and analysis of citizens’ appeals and proposals are important duties of parliamentary committees while the implementation of the legislative function. Therefore, the committees should involve a wide range of stakeholders in their public discussions, ensuring their participation in the state policy, which is the basis for the development of a democratic society.

The dynamic interaction of VRU Committees with stakeholders allows them to:

1. discuss current socially significant issues in the public;
2. take into account the opinion and interests of citizens while the decisions making process;
3. strengthen the control function, having feedback from interested parties;
4. ensure openness and publicity of committee activities;
5. increase the Ukrainians’ trust in the VRU decisions.

USAID Rada: Next Generation Program in cooperation with VRU Committees worked out the Stakeholders’ Map for VRU Committee on Energy, Housing and Utilities. This document determines different groups of stakeholders in a certain area, analyzes their interests and suggests different levels of communication.

Stakeholders in the sphere of energy and utility services can be considered as the activity of interested groups (business structures and non-governmental organizations) that may influence the public policy formation and implementation in the field of Committee’s activity or which feel an impact due to this policy.

All stakeholders are divided into groups:

• Group 1: state authorities
• Group 2: local bodies of executive power and local self-government bodies
• Group 3: producers (state enterprises and energy supply companies)
• Group 4: NGOs and charity funds
• Group 5: analytical and expert environment
• Group 6: international organizations, projects and programs of international technical assistance
• Group 7: mass media
