On June 20, 2024, the Verkhovna Rada of Ukraine adopted the Law of Ukraine "On Public Consultations" in the second reading and as a whole, which was drafted by the Verkhovna Rada Committee on Organization of State Power, Local Self-Government, Regional Development and Urban Planning for consideration by the Parliament in the second reading.
The Law will take effect 12 months after the date of termination or lifting of martial law in Ukraine. Within 6 months from the date of termination or abolition of martial law in Ukraine, the Cabinet of Ministers of Ukraine and local governments shall take measures to adopt and/or update regulations arising from this Law, ensuring that they enter into force simultaneously with the entry into force of this Law.
Methodological Recommendations are developed in accordance with its provisions and may be useful for the Members of Parliament of Ukraine, their assistants, employees of the Secretariat of the Verkhovna Rada of Ukraine, other subjects of public consultations and interested parties.
Public consultations promote openness of processes and increase the efficiency of management at all levels. The information obtained during them allows to understand the acceptability of a particular policy or regulatory act by the stakeholders. In addition, public consultations should be used when conducting a regulatory impact assessment.
