Analysis of application and effectiveness of legislation on youth policy

The Verkhovna Rada Committee on Youth and Sports, as part of its oversight function and with the support of the USAID RADA: Next Generation Program, conducted an analysis of the effectiveness of the provisions of the Law of Ukraine "On the Basic Principles of Youth Policy" of April 27, 2021, No. 1414-IX.

In the course of the assessment, we used the existing methods of analyzing the practice of applying legislation prepared by the Westminster Foundation for Democracy, taking into account the relevant practice of applying these methods by the Parliament of the United Kingdom of Great Britain and Northern Ireland.

The purpose of this monitoring was to analyze the practice of applying the provisions of the relevant law and its impact on creating conditions for youth participation in the public, political, socio-economic and cultural life of society, as well as to ensure guarantees for the socio-economic development of young people in Ukraine.

In order to conduct a comprehensive analysis, the Committee needed to collect information and evidence that would allow it to assess the effectiveness of the Law's provisions. Three categories of subjects with relevant knowledge, professional competence and/or experience were invited to participate in the survey process:

  • individuals aged 14 to 35 years;
  • subjects of youth work;
  • local state administrations and local self-government bodies within their powers.

In order to obtain information from citizens, youth work actors, local governments and local state administrations, the Committee and an expert from the Westminster Foundation for Democracy developed three separate requests for information (questionnaires) containing both closed and open questions to conduct a proper assessment of the effectiveness of the Law's provisions. The survey was conducted from November 22, 2023 to December 31, 2023.
