Law of Ukraine "On Lawmaking Activity" in Infographics

USAID program "RADA: Next Generation" regularly conducts expert analyses of newly enacted Ukrainian legislation and communicates the most significant and impactful changes to the citizens. One of these recent changes is the Law of Ukraine "On Lawmaking Activity," passed by the Verkhovna Rada of Ukraine on August 24 and signed by Ukraine's President on September 18, 2023.

Ukraine currently has over a million legal acts in force. This situation, according to the press service VRU Secretariat, is a "legal disaster" for lawmakers and citizens. However, experts expect the "On Lawmaking Activity'' law to improve the situation significantly because it:

  • Makes legislative processes clear and effective.
  • Establishes effective communication among those involved in lawmaking.
  • Coordinates legislative initiatives with program documents and among themselves.
  • Introduces a uniform conceptual framework and a hierarchical system for normative legal acts based on their legal authority.
