Functional analysis of VRU Committee on Social Policy

In June 2022, the VRU Committee on Social Policy and Protection of Veterans’ Rights had become one of the three pilot committees, to which the USAID RADA: Next Generation Program provides expert, organizational, and communication support within the framework of the Model Committee project. A functional analysis of the Committee's activities and the report based on its results had become part of the joint cooperation plan.

The functional analysis aims to study the key aspects of the Committee's activity, optimize its work, and improve certain procedures and algorithms of its activity in order to increase the Committee’s efficiency and effectiveness.

Functional analysis tasks:

  • identify key aspects and drawbacks in the implementation of legislative, organizational, and control functions of the model committee and provide recommendations to resolve these deficiencies;
  • identify aspects to optimize the Committee’s work in the future (in particular, in terms of regulatory procedures and law drafting), as well as opportunities for improving interaction with other committees and structural units of the VRU Secretariat, MPs and voters;
  • identify the Committee’s needs and requests relating to the cooperation with stakeholders in order to strengthen the Committee’s interaction with relevant ministries and agencies, parliamentary control bodies and to strengthen its institutional role and participation in the state policy development.

In order to conduct the Committee’s functional analysis, the USAID RADA: Next Generation Program worked out a questionnaire containing six main parts (each one demonstrates the main trends of the Committee’s key functions):

  1. decision-making mechanisms, distribution of responsibilities among Committee Secretariat employees, and values in their work;
  2. procedures of the Committee's activities aimed at the implementation of the parliament’s principal functions, e.g., legislative, organizational, and control functions;
  3. compliance with regulatory procedures: formation of agendas; quality and content of draft laws expertise;
  4. Committee's communication with stakeholders: central bodies of executive power and representatives of other state bodies, NGOs, international technical assistance projects and donor organizations, etc.;
  5. efficiency of using tools for collecting, analyzing, and disseminating public information about the Committee’s activity; functioning of the Committee’s website, use of media, etc.;
  6. needs for conducting workshops and online courses for Committee Secretariat employees.

As part of the functional analysis, from September 30 to October 15, 2022, an anonymous questionnaire survey was conducted in the Secretariat of the VRU Committee on Social Policy and Protection of Veterans’ Rights. Questionnaires were filled out via Google Forms. The Program experts processed the Secretariat’s staff answers and prepared a draft of the report, sent to the Committee’s Secretariat for processing.
