The research "For strengthening the weight of Laws" offers a post-legislative scrutiny (PLS) systematic review as a new approach to the implementation of legislation and the supervisory role of parliaments in Europe.
It provides a comparative analysis of the main PLS rules, practices, and trends in Europe, focusing on the experience of European parliaments, in particular Germany, Italy, France, Montenegro, Switzerland, and Great Britain (Westminster and Scottish parliaments).
The survey also contains recommendations for the PLS implementation for the Verkhovna Rada of Ukraine (VRU). In particular, one of the proposed ways is to authorize parliamentary committees to conduct PLS, as they already exercise control aimed at the legislation implementation. The VRU Research Service and other Ukraine’s Parliament structural units are assigned the intermediate role. While the PLS system can be easily strengthened by a set of methodological rules, legal and procedural changes may take time to unlock the full PLS potential in the long term.
