Successful practices of Verkhovna Rada’s Committees activity

USAID Rada: Next Generation Program conducted research on the best practices of Verkhovna Rada’s Committees’ activity in the scope of implementation of their principal functions on the basis of Recommendations of the European Parliament's Needs Assessment Mission.

The document’s goal is to present the successful practices of Ukraine’s Parliament Committees' activity in order to institutionalize them as the standards for other parliamentary committees’ activity.

The research was pursued through the use of the interview method. The employees of the secretariats of Ukraine’s Parliament Committees participated in the interview: the Committee on Social Policy and Protection of Veterans' Rights, the Committee on State Building, Local Governance, Regional and Urban Development, and the Committee on Energy, Housing and Utilities Services.

The interview was conducted in videoconference mode on the Zoom platform. Program experts put questions related to the main aspects of the Committee's implementation of legislative, organizational and control functions according to Articles 11-14 of the Law of Ukraine “On Committees of the Verkhovna Rada of Ukraine”.

Following the results of the interviews, the Program experts processed the answers of the Committees’ secretariats employees and prepared a generalized report. The report contains samples of successful cases of Committees’ activity, as well as conclusions and recommendations formulated by Program experts based on the received information regarding the improvement of the Verkhovna Rada’s Committees’ work, and strengthening the efficiency of parliamentary processes.
