In this survey, Professor Maria Mousmouti analyzed the importance of assessing the parliamentary activities of post-legislative scrutiny (PLS). She proposes the assessment analysis, based on a previous survey of the Westminster Foundation for Democracy (WFD), incorporating traditional criteria and integrating important principles such as inclusiveness and the impact of democratic governance. The author provides valuable insights and practical examples to manage the assessment process, emphasizing the importance of transparency, accountability, and strengthening public trust.
PLS is increasingly becoming a part of parliamentary activity around the world. It lies at the intersection of legislative and control functions being a systematic process by which parliaments review the implementation and impact of legislation in order to gain an objective and holistic view of how it works in real life, to identify its strengths and weaknesses, and to find out the solutions of potential problems.
PLS as an oversight tool, should be assessed taking into account its effectiveness and usefulness in the context of parliament’s work. The parliaments need to know if their PLS practice is effective, efficient, transparent, and inclusive as well as its outcomes, consequences, and impact.
