How are policy papers prepared and functioning in Scotland?

On August 24, 2023, the Parliament of Ukraine adopted the Law of Ukraine "On Legislative Activity," among the novelties of which is the introduction of procedures for the preparation and discussion of public policy papers, including green and white papers. For this provision to work effectively, studying the best international experience of using policy documents and assessing their potential application in Ukraine is necessary.

That is why USAID "RADA: Next Generation" Program, in cooperation with the Research Service of the Verkhovna Rada of Ukraine, is holding a series of events to introduce the best foreign practices on this topic and publicly discuss their possible implementation in the Ukrainian legislative process.

On March 13, the first public discussion on the Scottish experience will take place. Steven MacGregor, Head of the Scottish Government’s Parliament and Legislation Unit, and Greig Walker, former Bill Team Leader, Forensic Medical Services (Scotland) Bill, will share specific examples that best reflect the procedure around policy papers in Scotland. In addition, Chief Consultant of the VRU Research Service Oleg Posykaliuk will present the vision of introducing public policy papers in Ukraine.

USAID "RADA: Next Generation" Program is actively studying the experience of the world's leading democracies and disseminating their best parliamentary practices in Ukraine. On December 1, the Program held a public discussion on "Best Practices for Preparing and Discussing Green and White Papers: Lessons for Ukraine," during which the international experience was briefly reviewed, and a former member of the British Parliament told about the application of these policy papers in the UK.
