How to involve the public in assessing the effectiveness of laws?

On April 19, our partners from the Westminster Foundation for Democracy (WFD) are holding the fourth the Post-Legislative Scrutiny (PLS) clinic, dedicating it to public consultation and participation.

Among the invited speakers is Danylo Bondar, Deputy Chair of the Secretariat to the Committee on Social Policy and Veterans' Rights in the Parliament of Ukraine. He will share the experience of engaging the public in the PLS project that the Committee implemented with the support of the USAID "RADA: Next Generation" Program.

Conducting a stakeholder consultation is a key moment in post-legislative scrutiny activities. Consultation allows experts, interested stakeholders and the public to provide information on how the legislation works out in practice. Consultation enables MPs to determine the measures required to upscale the impact of a piece of legislation and/or the work of government institutions in implementing legislation. It is good practice to notify stakeholders of the key questions on which the parliamentary Committee invites their feedback.

We kindly invite MPs, their assistants, and staffers of the Verkhovna Rada Secretariat. Translation into Ukrainian will be provided.

The USAID "RADA: Next Generation" Program assists the Verkhovna Rada committees to introduce PLS as a regular parliamentary procedure. This is a method of assessing the effectiveness of laws and their impact on society. Its purpose is to ensure that laws benefit citizens as intended by lawmakers.
